Who is eligible for funding?

  • As shown in the table below, eligibility varies slightly from one fund to another. See each Fund page for details.
  • We strongly encourage applicants to partner with local and regional stakeholders as a way to increase the impact of their project and help strengthen the Cree community. As well, we favour representation from all Cree communities.

Who decides on the projects that get awarded funding?

  • The application review and approval process is very thorough and meant to be fair and equitable among communities.
  • The Fund Administrator will ensure applicant eligibility and completeness of the applications received, based on a set of criteria (such as compliance with the Fund objectives, applicant’s ability to manage a project and funding, promotion of Cree culture, values and traditions, non-duplication with other projects, etc.).
  • All complete applications are then forwarded in turn to the various committees involved in the review process and ultimately the Cree Nation Government makes a final decision on selected projects.

Can more than one project be funded in the same community?

We encourage all Cree communities to submit projects. Application quality, relevance, clarity and rigor are key factors for consideration. If funds are available and a proposal meets all required criteria, we could accept more than one project in the same community.

Who can I contact if I have specific questions on a fund?

Each fund has a designated Fund Administrator and the contact information for each appears at the bottom of the website home page, as well as on each Fund page.

What is the role of the Fund Administrator?

The Fund Administrator:

  • Is responsible for assisting the DOJCS with the administration of his or her respective Fund.
  • Is the main point of contact for applicants and funding recipients.
  • Monitors approved projects and reports on them to the DOJCS.

Can I complete the application form by hand?

No. The application form has been designed for easy completion electronically in Word. If you have trouble completing the electronic form, please contact the Fund Administrator.

Note that it is important to complete all sections of the form even if you are submitting supporting documentation.

Where do I send my completed application package?

You proposal (e.g., your completed Project Funding Application form, with mandatory supporting documents and any other relevant attachments) must be sent by email to the Fund Administrator of the Fund you are applying to.

The contact information for each administrator appears on each Fund page.

How and when will I know if my project has been accepted?

Decisions on approved or denied projects will be announced once the Cree Nation Government has finalized the review process. The Fund Administrator will inform each applicant of the decision in writing.

If my project is accepted, will I need to sign a contract with the Cree Nation Government?

Applicants whose projects are approved will be asked to conclude a formal contribution agreement with the Cree Nation Government.

The contribution agreement will define the level of contribution, payment schedule, conditions and modalities of funding, and will establish the obligations of both the DOJCS and the funding recipient.

If my project is accepted, when will I be expected to present monitoring reports?

Funding recipients are expected to provide quarterly reporting on the progress of their activities, as well as a final report supplemented with financial statements/reports.

The Fund Administrator is in charge of the ongoing monitoring of the funded initiatives.

Note that the DOJCS reserves the right to audit and evaluate all projects during their implementation and after their completion.

Is there a deadline to apply for the Cree Justice Funds?

The next deadline to submit applications for the 2016-2017 fiscal year is on Friday, July 3rd, 2020.  However, if you cannot submit your application by the next deadline, you will still be able to submit applications at a later date. We will notify you of the next deadline on the main page of this website.

Can I apply for these funds even if I have received funding from other sources for my project?

The DOJCS funds complement existing services and programs, funded by governments or other sources. However, if your project is already fully funded, the DOJCS will not provide extra funding.

We strongly encourage applicants to partner with local and regional stakeholders, who may contribute financially to their project. If this is your case, you must provide the funding⁄contribution agreements you have with these partners, so the DOJCS may provide financial assistance for any additional expenses.

What is the difference between a Cree controlled organization vs. Cree bands and related entities?

Cree controlled organizations include the Cree Board of Health and Social Services of James Bay (CBHSSJB), the Cree School Board (CSB), the Cree Women of Eeyou Istchee Association (CWEIA), the Cree Trappers’ Association (CTA), the Cree Outfitting and Tourism Association (COTA), the Cree Native Arts and Crafts Association (CNACA).  All these organizations have in common the notion of Cree controlling interest, i.e. Crees are needed for all important decisions, they have sufficient participation to appoint the majority of directors or they themselves form the majority of directors on the board of directors.
 
Cree bands and related entities will also include certain groups based in Cree communities composed primarily of Cree beneficiaries, such as the local youth council, elders’ council, and local Cree Trappers’ Associations (CTA’s).

What is the fiscal year for the Cree Justice Funds?

The fiscal year for the Cree Justice Funds is April 1st to March 31st.

FUND-SPECIFIC QUESTIONS

What should I do if I am unsure which fund to choose for my project?

Contact the Fund Administrator of the fund you believe best matches your initiative, for validation of your project. The contact information for each administrator appears at the bottom of the website home page, as well as on each Fund page.

How much funding is available?

  • Crime Prevention Fund : $1,000,000 for all communities per year
  • Youth Engagement Fund : $35,000 per community per year

Acceptance of a proposal will depend on the quality of the application as well as availability of funds, taking into consideration the number of approved proposals.

Will all two funds be offered again next year?

Our current intent is to pursue the funding program every year, except for the Land Based Camps Fund, which was a one-time offering.
